The rules allow for the assignment of payments to a spouse or close relatives, provided that the family relation is confirmed.
You can assign all or part of your LSPP to a close relative or spouse. Close relatives include: spouse, parents, children, adoptive parents, adopted children, full/half siblings, grandfather, and grandmother.
We would also like to inform you that Halyk app implemented online application launch for assigning LSPP to a spouse/close relatives.
You can assign LSPP:
1) to multiple recipients
2) if you already used part of your pension funds.

You can assign LSPP:
1) to multiple recipients
2) if you already used part of your pension funds.
1. To assign pension savings to close relatives/spouse:
• Download Halyk app from Google Play for Android or App Store for iOS (iPhone)*
• Open Halyk and click “Register”
• On the Home, in the “Public Services” section, choose “Benefits, Allowances and Pensions”
• In the application for receiving LSPP, fill in the details and choose “Assignment of payments to spouse/close relatives”
• Enter the IIN (Individual Identification Number) and mobile phone number of the customer to whom the pension savings are being assigned
• Choose the branch for inquiries from the drop-down list and fill in the city/settlement of inquiry (which city branch would be convenient for you to visit if necessary)
• Follow the on-screen instructions
• After submitting the application, the LSPP recipient will receive SMS notification
Important! The pension payment recipient should be registered in Halyk app
*Customers not registered in Halyk app need to download the app for Android or iOS smartphones, register in the app, and then follow the instructions above.
2. If an application for assigning the LSPP from UAPF for improving housing conditions was initiated in your favor:
• Log in to Halyk app
• On the Home, in the “Public Services” section, choose “UAPF Payments”
• You can check the sender information and the amount of the assigned LSPP in the LSPP Assignment Agreement when signing the documents in the app
If you did not previously open a special account for crediting LSPP, the Bank will open it automatically during the application process for receiving LSPP.

• Log in to Halyk app
• On the Home, in the “Public Services” section, choose “UAPF Payments”
• You can check the sender information and the amount of the assigned LSPP in the LSPP Assignment Agreement when signing the documents in the app
If you did not previously open a special account for crediting LSPP, the Bank will open it automatically during the application process for receiving LSPP.
Before submitting an application, the customer should first clarify the available amount for partial withdrawal of their pension savings:
• Register or log in to your personal account on the website www.enpf.kz
• Using a one-time password received via SMS to your phone number registered in mGov mobile citizens database, access https://cabinet.enpf.kz/porog

Close relatives include spouse, parents, children, adoptive parents, adopted children, full/half siblings, grandfather, and grandmother.
Main terms and conditions of use the LSPP:
1) Payments may be used by recipients for the purpose of improving housing conditions:
- Improving housing conditions by making a down payment to obtain a mortgage loan for the purchase of housing;
- Partial or full repayment of debt on a mortgage loan at Halyk Bank;
- Partial or full repayment of debt on a mortgage loan at another second-tier bank;
- Refinancing a mortgage loan.
2) The recipient has the right to transfer payments to close relatives in case of confirmed family relations. In this case, the pension payments of the recipient's spouse (husband/wife), close relatives of the recipient are credited to a special account of the recipient, which they can use exclusively for the intended purposes.
3) Recipients can use payments an unlimited number of times and without restriction on the number of chosen purposes within the limits of their pension savings;
4) The LSPP can be used simultaneously with their own and/or borrowed funds;
5) Ownership of housing by the recipient is not grounds for refusal to receive and use the LSPP;
6) The use of payments by the recipient for the acquisition of real estate owned by the spouse, close relatives of the applicant and/or recipient is not permitted.
7) The LSPP can only be used in a non-cash manner and only for the chosen purposes specified in paragraph 1;
8) Documents confirming the intended use of LSPP funds should be provided to the Bank within 10 working days from the date of their receipt into the special account. Otherwise, the Bank should return the funds to the UAPF, notifying the recipient.
9) The sale of real estate registered in ownership using a lump sum pension payment is not permitted within 5 (five) years. This provision regarding the disposal of real estate registered in ownership using a lump sum pension payment applies only to mortgage loans from 1 January, 2021, as well as those with a remaining repayment period of more than 5 years and with outstanding debt.

A customer who assigns their LSPP notes after submitting an application should expect a call from a Bank manager, who will contact them within 2 business days.

2. Determine the purpose of using the LSPP funds (within the framework of LSPP usage purposes).
3. Submit an application to receive LSPP from the UAPF in Halyk app. A special account for the LSPP will be opened automatically if one does not already exist.
4. Expect a call from a Bank manager within 2 business days.
5. The manager will inform you about the next steps.
6. Depending on the purpose of receiving the LSPP funds, you should provide documents confirming the intended purpose.
7. The Bank will send the application to the UAPF, and within 5 business days, the UAPF will send the decision to the Bank.
8. The Bank will transfer the LSPP funds for the intended purpose within 10 business days from the date the LSPP funds are credited to the recipient's special account.

After submitting your online application for LSPP in Halyk app, a Bank manager will contact you within two business days. The Bank manager will outline the next steps and the list of documents required to be provided to the Bank manager (if necessary).
To a special account for receiving the LSPP. If you did not previously open a special account for crediting the LSSP, the Bank will open it automatically during the application/assignment process for the LSPP.
There is no limit to the number of applications for the assignment of LSSP. The LSSP can be used an unlimited number of times, and LSSP can be assigned to multiple recipients by submitting multiple applications.

Yes, when you submit an application for benefits, a special account will be automatically opened for crediting your LSPP (unless you previously opened a special account for crediting your LSPP). The special account is protected from claims by third parties and is intended solely for crediting the LSPP from the UAPF.
You need to update Halyk app to the latest version in Google Play for Android or in the App Store for iOS (iPhone).
Within 5 business days of submitting an application for the LSPP:
- either the LSPP will issue a rejection with a reason. In the event of LSPP payment rejection, the Bank will send you a notification and the reason for the rejection.
- or if the LSPP payment is approved by the UAPF, the amount will be credited to a special account, and you will receive a notification from the Bank about the crediting of the funds.

The decision on the payment of the LSPP is made by the UAPF within 5 business days after the Bank manager submits the application for review to the UAPF. Upon receiving a response from the UAPF, you will receive SMS notification to your trusted phone number.
The terms and conditions for opening/closing a special account are determined independently by each authorized operator. By opening a special account with Halyk Bank, you authorize its closure in the following cases:
• if there are no funds in the account for 3 (three) months after the use of the LSPP for its intended purpose or the return of the LSPP balance to the UAPF within the timeframes stipulated by the legislation of the Republic of Kazakhstan;
• if the UAPF amount is not credited to this account within 3 (three) months.

This special account for crediting the LSPP funds is intended for use with LSPP payments only. You will not be able to use this account for any other purpose.
Personal income tax is withheld from the withdrawals made by a customer from their pension account in the UAPF.
