The National Fund for Children

Program Terms and Conditions

Halyk Bank is an authorized operator for opening a special account, crediting and using special-purpose savings (SPS) to pay for education and (or) improvement of housing conditions.

Annually, 50% of the investment income of the National Fund of the Republic of Kazakhstan is credited to the savings account in the UAPF for children up to 18 years of age. The currency of the special savings is the US dollar.

Children born in 2006 or later, who are citizens of the Republic of Kazakhstan, are eligible to participate in the program. 

To request a payment through the Halyk mobile app, recipients must be at least 18 years old.

The money can be used to pay for education, namely:

  • Payment for education in the Republic of Kazakhstan;
  • Payment for education abroad;
  • Replenishing the AQYL education deposit.

A special account

A special account for depositing special-purpose savings is automatically opened for the customer when he/she applies for SPS through the Halyk mobile app.

Special account features for SPS:

  • It is protected from third-party claims;
  • The Bank does not charge any fees for opening and maintaining a special account or for making transfers related to receiving a SPS; 
  • Transactions may only be made in a non-cash form after confirmation of the intended use of the funds for the purposes set forth by the program;
  • Transfers, payments, cash withdrawals, and other transactions that are not related to the purpose of the receipt of the SPS are prohibited.

Before submitting an application, you need to clarify the available amount for the SPS in advance.

You can check the total amount of special-purpose savings allocated to your child:

  • in the Halyk mobile app under Government Services - Digital Documents
  • at egov.kz in the section “Information about children”
  • at enpf.kz.

How do I apply for a SPS?

You can apply for a SPS from the UAPF online 24/7 using the Halyk mobile app:

1. For new Halyk customers:

  • Download the Halyk app from Google Play for Android or App Store for iOS (iPhone).
  • Open the Halyk mobile app and tap Register.
  • Select “The National Fund for Children” on the homepage and follow the instructions.

2. For customers registered in the Halyk app:

  • Update the Halyk mobile app to the latest version from Google Play for Android or the App Store for iOS (iPhone).
  • Log in to the Halyk mobile app.
  • Select “The National Fund for Children” on the homepage and follow the instructions.

To optimize your savings, you can take advantage of the option to transfer special-purpose savings (SPS) to the AQYL educational deposit at Halyk Bank.

This will earn you interest from the bank as well as an annual bonus from the government. Funds accumulated on the AQYL deposit can be used to finance various types of education, including technical, vocational, higher and postgraduate education.

Timeframe for consideration of an application for a SPS from the UAPF

  • The application will be reviewed by the UAPF for up to 5 business days. After that, the customer will receive a response via push notification.
  • The Bank will transfer the payments for their intended purpose within 10 (ten) business days from the date of the customer's submission of documents confirming the intended purpose.
  • The funds will be returned to the UAPF if they are not used for the intended purpose within 45 business days.
