Yes, you can open accounts by power of attorney, if the power of attorney contains all the relevant authorities for this opportunity.
At the first application of a foreign customer*, who does not have residence permit of the Republic of Kazakhstan, to open an account/deposit with the Bank, such customer may be serviced only upon personal application and only at the Bank's outlet*.
No accounts can be opened by power of attorney from foreign customers*!

Current account opening for foreign citizens* should be performed as follows:
1. If you have residence permit of the Republic of Kazakhstan - residence permit of the Republic of Kazakhstan and IIN of the Republic of Kazakhstan**, a document confirming the address of registration/residence in the Republic of Kazakhstan (lease agreement, confirmation of real estate in the Republic of Kazakhstan owned or otherwise owned by a non-resident/or spouse and/or close relatives, temporary residence permit, which, among other things, contains the start and end dates of the permit, the purpose of stay in the Republic of Kazakhstan, IIN and address of residence of a foreign citizen*** in the Republic of Kazakhstan, etc.).
2. If you do not have a residence permit of the Republic of Kazakhstan and provide a passport of a foreign citizen opening of an account is performed only at the Bank's outlet as follows:
- personal visit of the foreign citizen to the outlet;
- providing the following set of documents:
1) Passport of a foreign citizen 2) IIN of the Republic of Kazakhstan
3) Application form
4) documents confirming the right to stay in the Republic of Kazakhstan: certificate from the place of work/employment order/employee ID card/employment contract confirming the place of work in the Republic of Kazakhstan/reference from kindergarten or school of the child with birth certificate attached/document issued by the educational institution confirming the fact of studying in the Republic of Kazakhstan (study agreement, other) 5) document confirming the address of registration/residence in the Republic of Kazakhstan (lease agreement, confirmation of real estate in the Republic of Kazakhstan owned or otherwise owned by a non-resident/or spouse and/or close relatives, temporary residence permit, which, among other things, contains the start and end dates of the permit, the purpose of stay in the Republic of Kazakhstan, IIN and address of residence of a foreign citizen in the Republic of Kazakhstan, etc.).
**A foreigner can obtain an IIN independently only at Public Service Center.
