• Download Halyk app from Google Play for Android or the App Store for iOS (iPhone)
• Open Halyk and tap “Register” and follow the instructions.
• On the Home, in the “Public Services” section, choose “UAPF Payments”
• Fill out the application:
- choose a purpose
- indicate the available amount to withdraw from your LSPP
- if assigning payments to close relatives, enter their IIN and phone number. Important! The payment recipient should be registered in Halyk app
- choose outlet from the drop-down directory and indicate the city/settlement of application (if different from the chosen outlet)
• Sign the application and documents with Electronic Digital Signature (EDS)
• A special account for the LSPP will be opened automatically, if one does not already exist
• The application accepted for processing by the Bank
For customers registered in Halyk app:
• Update Halyk app to the latest version in Google Play for Android or in the App Store for iOS (iPhone)
• Log in to Halyk app
• On the Home, in the "Public Services" section, choose "Benefits, Allowances and Pensions" and follow the instructions above
• Fill out the application:
- choose the purpose
- indicate the available amount to withdraw from the LSPP
- if assigning payments to close relatives, indicate the IIN and phone number of the payment recipient. Important! The payment recipient should be registered in Halyk app
- choose the branch for application from the drop-down directory and indicate the city/locality of application (if different from the application branch)
• Sign the application and documents with an Electronic Digital Signature (EDS)
• A special account for the LSPP will be opened automatically, if it does not already exist
• The application accepted for processing by the Bank

Note:
If your EDS is missing, expired, or the customer does not have a "digital" status, you will need to complete the registration process to apply for the LSPP. To do this, exit the app (by clicking the exit icon in the "Menu" section or by completely closing the app), click the "Register" on the login screen, and follow the instructions. You may need your ID card during registration, so please ensure you have it at hand.
1. Find out the available amount for partial withdrawal of your pension savings.
2. Determine the purpose of using the LSPP funds (within the purposes of using LSPP funds in Halyk Bank).
3. Submit an application to receive LSPP funds from the Unified Accumulative Pension Fund (UAPF) in Halyk app. A special account for LSPP funds will be opened automatically if it does not already exist.
4. Expect a call from Bank manager within 2 business days.
5. The manager will inform you about the next steps.
6. Depending on the purpose of receiving the LSPP funds, you should provide documents confirming the intended use.
7. After verifying the documents provided by the customer, the Bank will send the application to the UAPF. Within 5 business days, the UAPF will send its decision to the Bank.
8. The Bank will transfer the UAPF funds for the intended use within 10 business days from the date the LSPP funds are credited to the recipient's special account.

Registration in Halyk is temporarily unavailable for customers without an identity document (ID card, foreign residence permit for a foreign citizen in the Republic of Kazakhstan, passport of the Republic of Kazakhstan).
Registration with passport data is available on the Android platform starting from version 5.16.0.
A compulsory requirement for receiving a LSPP is opening a special account for crediting the LSPP.
If you did not previously open a special account for crediting the LSPP, the Bank will open it automatically during the application process for receiving the LSPP.

Features of the special account for crediting the LSPP:
• protection from claims by third parties;
• the Bank does not charge any fees for opening and maintaining the special account, or for money transfers related to receiving the LSPP;
• transactions are permitted only in a non-cash manner after confirmation of the intended use for the purposes provided for in this program, as well as transactions related to the return of unused payments;
• transfers, payments, cash withdrawals, and any other transactions not related to receiving the LSPP are prohibited.
When submitting an application to the EAPF in Halyk app, you electronically sign the following documents with your EDS:

• Application for LSPP;
• Application for PIT withholding;
• Application for opening a special account;
• LSPP Assignment Agreement (required if the LSPP is assigned by the applicant to their spouse and/or close relatives, to the recipient);
• Customer's EDS.
Within 5 business days of submitting an application for a LSPP:
- either a rejection will be received from the UAPF with a reason stated. In the event of a rejection of the LSPP payment, the Bank will send you a notification and the reason for the rejection.
- or if the LSPP payment is approved by the UAPF, the amount will be credited.
1. The use of the LSPP for its intended purpose should be completed within 10 business days of receipt into the customer's special account (the day the LSPP is credited to the customer's special account is not counted);
2. If the LSPP is not used for its intended purpose within 10 business days, the amount is subject to return to the UAPF within the timeframes established by the authorized operator and not contradicting the legislation of the Republic of Kazakhstan.
Five main reasons for rejecting applications from contributors for the withdrawal of pension savings and recommendations for their elimination.
Based on the analysis of applications received from authorized operators for LSPP, the following main reasons can be identified, along with advice on how to eliminate them and prevent them from occurring in the future.

1. The customers’s application specifies an incorrect amount for withdrawal, including an amount exceeding available pension savings.
Recommendation: Check up-to-date information about your pension savings, including details of the available amount (in your personal account on the enpf.kz website, in the UAPF app, or on the egov.kz portal) immediately before submitting an application for lump sum payment (LSPP). The customer should indicate the amount in the LSPP application without commas, and also take into account changes in investment income (it is advisable to leave KZT 5-10 thousand in the UAPF to avoid rejection by the UAPF).
2. The amount for withdrawal is incorrectly specified when choosing a method of payment for Personal Income Tax (PIT).
Recommendation: When withdrawing savings for a specific purpose, the contributor has the right to choose one of two methods of paying PIT. The first method is to take advantage of a deferral of PIT payment and pay the PIT monthly in equal installments for no more than 16 years after retirement (according to the established schedule of pension payments from the UAPF). The second method is to pay the tax in full immediately upon receiving the LSPP. The method of paying PIT is indicated when submitting the application in Halyk app.
If the customer decides to take advantage of a deferral of PIT payment, they should indicate the amount for withdrawal without deducting the PIT.
If the customer decides to pay the PIT immediately in full, they should indicate the amount for withdrawal less the PIT amount of 10%.
Both amounts are already indicated in the statement provided by the UAPF for their convenience and independent choice. The amount for withdrawal specified by the customer will be transferred from the UAPF to their special account opened with Halyk Bank.
3. The application specified amount requested for withdrawal without considering the minimum sufficiency threshold (for example, the entire amount of pension savings available in the individual pension account was specified).
Recommendation: The application should indicate an amount within the amount available for withdrawal and indicated in the statement received by the contributor from the UAPF.
4. The application specified an outdated amount that does not take into account changes in the amount of pension savings due to market fluctuations in investment income as a result of changes in exchange rates or the value of financial instruments in the pension asset investment portfolio.
Recommendation: Check up-to-date information about your pension savings, including details of the available amount, immediately before submitting an application for a lump sum pension payment.
5. The contributor submitted repeated, duplicate applications.
Recommendation: To wait. In accordance with the legislation, within 5 working days from the date of receipt of the LSPP application by the UAPF, the UAPF transfers the LSPP amount for subsequent crediting to the contributor’s (recipient’s) special account.

If the customer did not receive an electronic notification of refusal to transfer the payment with a reason for the refusal, the contributor should wait 5 working days until the date of transfer of the accumulated amount to their special account and not submit repeated applications.
The timeframe will depend on how quickly you can confirm the intended use of the LSPP.
If the UAPF balance exceeds the sufficiency threshold, an application for its use can be submitted an unlimited number of times. If your application for receiving a LSPP was denied for any reason, you can resubmit it to Halyk Bank after eliminating the reason for the denial. If a contributor wishes to use their savings for different purposes, they can submit separate applications for these purposes within the amount available for withdrawal.

For example, if you have 2 mortgage loans and want to make partial and/or full early repayments on them, you need to initiate 2 LSPP applications.

Terms and conditions for opening/closing a special account are determined independently by each authorized operator. By opening a special account with Halyk Bank, you authorize its closure in the following cases:

• if there are no funds in the account for 3 (three) months after the use of LSPP for its intended purpose or the return of the LSPP balance to the UAPF within the timeframes stipulated by the legislation of the Republic of Kazakhstan;
• if the LSPP amount is not credited to this account within 3 (three) months.
This special account for crediting the LSPP funds is intended for use with LSPP payments only. You will not be able to use this account for any other purposes.
Applicants eligible for PIT benefits, just like all other applicants, should choose a method for withholding PIT.
