Currently, transfers from Halyk Bank UnionPay card to UnionPay cards of foreign banks are temporarily unavailable due to technical maintenance.

You can make an international SWIFT transfer to the card account details (IBAN). You can obtain the necessary details for the transfer at a Bank outlet. SWIFT transfers are available at Bank outlets and in Halyk app as normal.
Attention! Visa and MasterCard IPS terminated card operations in Russia from 9 March, 2022. Therefore, transactions with Visa and MasterCard Halyk Bank cards in Russia are not being processed.

Currently, servicing of “MIR” cards in the Bank’s devices (POS terminals, ATMs) is unavailable. Processing payments/transactions via the Bank’s POS terminals were suspended.

Card operations with Union Pay cards are performed as normal. Cash withdrawals at ATM of Russian banks and other card operations with the Bank’s cards in sanctioned Banks are unavailable.

If a customer makes a payment/cash withdrawal in RUB on the territory of the Russian Federation, while the customer’s card is in KZT:

1) The IPS (available only for Union Pay) will convert the amount from RUB to USD at its internal exchange rate,
2) The IPS sends a request to the Bank in the form of a converted amount in USD,
3) The Bank converts USD to KZT at the current cashless USD selling rate and blocks the transaction amount on the customer’s card,
4) The IPS sends a payment document to the Bank for settlement upon completion of the card transaction,
5) The Bank debits the transaction amount from the KZT card at the current cashless USD selling rate at the time of debiting. Please note that the blocked amount and the amount of money debited from the account may differ if the payment document from the IPS arrives later than the date of the amount request and changes in the exchange rate at the Bank.

If a customer makes a payment on a Russian website and the purchase amount is indicated in KZT:

When making a payment, the Bank receives payment documents from the MPS for debiting in foreign currency (see more detailed conversion procedure in the questions and answers above). Therefore, debiting money for the purchase from KZT cards is performed taking into account the conversion at the current cashless currency selling rate.
Attention! A fee was established for accepting cash in Russian rubles into customer accounts (for current accounts from 8 May, for cards from 21 May).

From 8 May, 2022, Halyk Bank’s fee for cash transactions in Russian rubles (accepting cash, transferring to the sender’s current account or another individual’s account at Bank branches) is set at 15% of the transaction amount, but not less than KZT 10,000. The fee for transactions in KZT, USD, and EUR remains unchanged – KZT 0.
The tariff revision was due to restrictions in the legislation of the Republic of Kazakhstan regarding the export of currency.
