Conditions for receiving payments

About "National Fund for Children" program
All children - citizens of Kazakhstan, born in 2006 and later, will be annually awarded with 50% of investment income gained by National Fund of the Republic of Kazakhstan. At that, income is averaged over eighteen years preceding the reporting year. All children for the reporting year receive the same amount.
You can use received funds for housing or education.
Who is a participant of "National Fund for Children" program?
Citizens of the Republic of Kazakhstan who have not reached the age of eighteen are participants of the program. Consequently, in 2024 these are the persons born from 2006 to 2023, except for deceased persons (date of death is before and including 31.12.2023).
Is money transferred in US dollars?
Yes, payments from National Fund to ENPF are transferred and kept in US dollars. Payment of target savings to account with the Bank is also in US dollars.
However, when transferring funds for housing or education, money is converted at the exchange rate in effect at the time of transfer.
Can target savings be used before reaching the age of 18?
No, such opportunity is not provided for by the current legislation.
When can I use the payments?
Upon reaching the age of 18, a recipient of target savings has the right to use accumulated amount only for improving housing conditions and (or) paying for education.
Will children who reach the age of 18 in 2024 be included in Program and how much will they receive?
Yes, children who are citizens of the Republic of Kazakhstan and who will reach the age of 18 in 2024 will be awarded with target claims for 2023. For them, amount of payments will be $100.52.
How to use target savings for education more effective?

Will payments of target savings be subject to individual income tax?
No, payments of target savings from UAPF will not be subject to individual income tax.
What happens to target savings if child changes citizenship and moves to another country?
Those who left Kazakhstan for permanent residence in another country will lose the right to use resources of National Fund.
If a child was born in another country, but obtained citizenship of Kazakhstan, is he/she entitled to money from National Fund?
If a child born in 2006 or later obtains citizenship of the Republic of Kazakhstan, he/she is entitled to target savings from National Fund. In this case, money will be accrued from the date of obtaining citizenship, and not from birth date itself.
What happens to savings if a child dies before or after the age of 18?
If a child dies, target savings are inherited in accordance with Civil Code of the Republic of Kazakhstan. In this case, beneficiaries of savings can use money for any purpose, i.e. mandatory target use of funds is canceled.
