No, they will not. Halyk Bank will not charge any penalties on any retail loans during the period of emergency from 5 January 2022 through 19 January 2022. If, any fines/penalties are assessed for any technical reasons, they will be cancelled by the bank. Moreover, if you have paid the fines/penalties, the bank will reverse and transfer the amount of fines/penalties written off to make your next loan payment.

Payment deferral applications are handled on a case-by-case basis at the post-sale service centers/district offices. In this case, the bank does not charge any commission or other fees associated with the rescheduling. As proof of deferral, it is necessary to provide supporting documents about a deterioration of your financial situation as a result of the emergency state.
For all Halyk Light credit and installment cards, any charged and unpaid / outstanding penalties for the period from 5 January 2022 to 19 January 2022 will be settled during the first ten days of February.
The Bank will cancel any outstanding loans/credit cards of those employees of the law enforcement agencies and special services who lost their lives as a result of the rescue operations during the the state of emergency. The lists are currently prepared.
According to the information message of the National Bank of the Republic of Kazakhstan, and the Resolution of the National Bank dated 9 January 2021, due to the unstable Internet and the ongoing counter-terrorism operations in Almaty and other regions, the banking system will be restored in stages, given the priority and social importance of banking services for the population and businesses.
