Halyk to support over-indebted borrowers in Kazakhstan
Kazakhstan continues to implement the ‘Karyzsyz Qogam’ project to improve the financial literacy of its citizens. More than 100,000 people have been trained since the project began last April. Now the organizers want to help the participants of the 'Karyzsyz Qogam' project to increase their income by merging private subsidiary farms into agricultural cooperatives.
For this purpose, the AMANAT party announces the creation of the Kamkorshy AMANAT foundation with the support of the Agency of the Republic of Kazakhstan for Regulation and Development of Financial Market, Halyk Bank and Bank CentreCredit. The memorandum was signed today by Daulet Karibek, Executive Secretary of the AMANAT Party, Nurlan Abdrakhmanov, First Deputy Chairman of the Agency of the Republic of Kazakhstan for Regulation and Development of Financial Market, Yertay Salimov, Deputy CEO of Halyk Bank, and Anastasia Ovsyannikova, Vice-President of Bank CentreCredit.
The Kamkorshy AMANAT foundation will be a source of financing for resource centres, where everyone will be able to acquire not only theoretical knowledge, but also practical skills in various areas of agriculture. Participants will have access to development laboratories. They will also be provided with all the tools needed to carry out turnkey projects. In addition, production equipment will be leased to the established cooperatives. Repayable subsidies will also be provided.
“The first centre called Agrosauat has already opened in Merke district of Zhambyl region. The potential for agricultural development in the district is high, with most residents having around 10-acre land plots. Many people keep vegetable gardens and raise livestock, but only 1% sell agricultural products. The Kamkorshy AMANAT Foundation will allow not only to merge private farms into cooperatives, but also to create a whole ecosystem in which there will be a single purchase of animals, seeds, organized machine and tractor stations, assistance in certification and marketing of products, development of processing projects, construction of storage facilities and much more”, Akmaral Bekmurzaeva, head of the Karyzsyz Qogam project, said.
The resource centres will also help identify the specialization of each district and a particular village in order to determine what kind of goods should be produced by private subsidiary farms and cooperatives.
Commenting on the initiative to establish the Kamkorshy AMANAT Foundation, Yertay Salimov, Deputy CEO of Halyk Bank, said that it will be a new chapter in the implementation of the Karyzsyz Qogam project, which was launched last year with the financial support of Halyk Bank.
“We are particularly pleased to have the support of our colleagues from Bank CenterCredit and the market regulator. This shows that we all understand the important role that the financial sector can and should play in this program,” he emphasized.
It should be noted that the Karyzsyz Qogam project was launched on 2 May last year in a pilot phase in 8 regions of Kazakhstan. It was highly appreciated by the head of state and was subsequently extended to the whole country. This year, the second-tier banks and specialized ministries have joined the project. In addition to lectures by experts, project participants receive advice on a wide range of issues, from registering on enbek.kz portal and opening an individual enterprenuership (IE) to assistance with out-of-court bankruptcy and preparing debt repayment schedules. Trainees will also have access to the services of lawyers. They study each borrower's credit history individually and give practical advice on how to reduce debt burden.
To register for the course, you need to fill in the form on the qogamfin.kz website. The training will take place in a face-to-face format in a group of up to 50 people. The duration of the course is 5 business days.
