First Stone Laid for New Power Unit at Ust-Kamenogorsk CHP

Halyk also supported the project costing KZT 140 billion.

A solemn ceremony for the laying of the first stone of a new power unit at Ust-Kamenogorsk CHP took place in East Kazakhstan oblast. The ceremony was attended by Yerlan Akkenzhanov, Minister of Energy, Nurymbet Saktaganov, Akim of East Kazakhstan oblast, and Olga Vuros, Deputy CEO of Halyk.

The project is being implemented by Ust-Kamenogorsk CHP, which is part of the Kazakhstan Utility Systems group of companies.

“Thanks to the implementation of the project, approximately 300 residential buildings and social facilities will be provided with heat, and about 50 new jobs will be created. The joint effort of the state and business creates conditions for further development of the region, increasing its investment attractiveness and, most importantly, improving the quality of life for citizens,” said Dinmukhamet Idrissov, Chairman of the Supervisory Board of Kazakhstan Utility Systems LLP.

International and financial institutions provided financing for the project in the amount of KZT 140 billion. Partners included Halyk, Kazakhstan’s largest bank, and Eurasian Development Bank.

According to Olga Vuros, Deputy CEO of Halyk, these are not merely investments in energy infrastructure, rather a long-term contribution to the development of the region and the improvement of the quality of life for its residents.

“When we talk about investments, it is essential to remember that there are people behind each figure.

These are families who will be provided with heat and electricity, and enterprises receiving a reliable infrastructure for uninterrupted operation and development. That is why it is important for us to support projects that create long-term value for society,” said Olga Vuros, commenting on the construction of a new power unit at Ust-Kamenogorsk CHP.

Benefits for the Region

Kazakhstan Utility Systems clarified that the project will reduce the existing heat capacity deficit, which stands at 287.8 Gcal/h. At the same time, the construction of the new power unit will create a reserve for further residential construction, the development of social infrastructure, and industrial growth, the heat supply organization is confident.

The new power unit will include boiler unit No.16 with a capacity of 400 tons of steam per hour and turbine No.13 with an electrical capacity of 100 MW.

Environmental Advantage

The project provides for the implementation of modern technological solutions that comply with international requirements.

The new power unit will be equipped with high-efficiency environmental systems that meet the requirements of the Environmental Code of the RK and European standards. Modern purification technologies will allow for a significant reduction in nitrogen and sulfur oxide emissions, ensuring more environmentally friendly production of thermal and electrical energy.
